The Malawi Energy Regulatory Authority (MERA) held a consultative meeting with consumers in Blantyre on March 13, 2026, to discuss proposed monetary administrative penalties for non-compliance with license conditions.

In his opening remarks, Director of Electricity and Renewable Energy, Patrick Kadewa, emphasized the significance of consumer input, noting that energy plays a vital role in their daily lives. “Everyone here today utilized some form of energy, such as fuel, gas for cooking or electricity,” he said.

A representative from one of the Civil Society Organizations, in the country, Centre for Human Rights Education, Advice and Assistance (CHREAA), Programs and Monitoring and Evaluation Manager, Siphiwe Maliherah, stressed the need for MERA to intensify public awareness campaigns on its role and mandate. With other members from the academia, and consumer rights groups welcoming the consultation, advocating for more stringent penalties to deter non-compliance.

MERA’s legal team acknowledged the concerns, citing that any amendments to administrative procedures would require thorough processes in line with the Energy Regulation Act.

The session was deemed productive, with MERA committing to enhance public sensitization and stakeholder engagement. An observation was also made on ensuring that certain technical aspects that require Licensee attention should be the responsibility of the Licensee and not the consumer.
