BACKGROUND

In October 2018, the Malawi Energy Regulatory Authority (MERA) approved a third base tariff for Electricity Supply Corporation of Malawi Limited (ESCOM) for a four-year period (2018-2022). The implementation of this base tariff is coming to an end on 30th September 2022. Consequently, Power Market Limited ESCOM has applied to the Authority for a new base tariff that will be implemented over a four-year period from October 2022 –September 2026.

STAKEHOLDER COMMENTS ON THE THIRD BASE TARIFF APPLICATION 2022-26

It is a requirement that during any review of the electricity base tariff, MERA publicizes an abridged version of the base tariff application to allow stakeholders and the public make comments and observations on the application and how the new base tariff application impacts them.

The full version of the new base tariff application will be available on the websites of MERA (www.mera.mw), PML (www.pml.mw) and ESCOM (www.escom.mw). Soft copies can also be accessed from MERA, PML and ESCOM through the respective public relation offices (PROs) as follows: –

Stakeholders and the public are expected to provide their written comments and observations to MERA within a period of 2 weeks from 15th to 30th August 2022.

MERA will, after receiving the written feedback, proceed to facilitate public hearings which will be held in the major cities of Blantyre, Lilongwe and Mzuzu on dates to be communicated to stakeholders. During the public hearings, PML and ESCOM will present a summary of the fourth base tariff application and provide responses to specific observations and comments made by stakeholders and the public on the application.
